There are two casual vacancies in the Council of States each from Uttar Pradesh and Bihar as detailed below:

The Commission has decided to hold bye-elections to the Council of States from Uttar Pradesh and Bihar to fill up the above said vacancies in accordance with the following schedule for each of the vacancies –

| 5. | Date of Poll | 16th October, 2019 (Wednesday) |
| 6. | Hours of Poll | 9:00 a.m.- 4:00 p.m. |
| 7. | Counting of Votes | 16th October, 2019 (Wednesday) at 5.00 p.m. |
| 8. | Date before which election shall be completed | 18th October, 2019 (Friday) |
